PIQ / HVPQ wizard

Prepare the pre-inspection declarations with trap warnings at every step, so you never declare something you cannot prove on board.

What it is for

The "PIQ / HVPQ Wizard" walks the Master through the declarations made before an inspection and warns about the traps in each one. The golden rule on the page: never declare what you cannot evidence, because the conditional questions on the day are generated from your own answers.

It covers the officer matrix date, the last three PSC inspections, incidents in the previous 18 months (each one written up with root cause and closure evidence), navigational assessments, declared audits, planned ship-to-ship operations, the working language, drug-and-alcohol compliance and familiarisation. A "Declaration risk summary" at the bottom lists every weak spot it finds.

Who can use it

Any rank can open it, but it is the Master’s document. Everyone on every plan can fill it in; the "Download PDF" and "Print" buttons are on paid plans, the trial and ship licences.

Step by step

  1. Open "PIQ / HVPQ" from the menu. The box at the top shows the inspection date and how many days are left, with the two lead times: "PIQ + certificates final: ≥48h (ideally 96h) before boarding" and "Portal booking lead time: 3 days".
  2. Under "Officer matrix currency" enter "Matrix last updated". A matrix older than 30 days is flagged in the risk summary.
  3. Under "Last 3 PSC inspections" tap "Add PSC record" and enter Date, Port, MoU, Deficiencies and the "Detained" switch for each.
  4. Under "Incidents in previous 18 months" switch on each type that applies, then fill the card for each incident: Date, "What happened", "Root cause", "Corrective action", "Closure evidence" and photos. Tap "Add another incident" if there was more than one.
  5. Enter the number of "Navigational assessments (last 12 months)", the "TMSA cargo audit date" and "Mooring audit date", and switch on "STS operation planned" with its notes if one is coming.
  6. Fill in "Working language" and answer "Yes" or "No" to the drug-and-alcohol and familiarisation questions — an "unset" pill means it is still blank.
  7. Read the "Declaration risk summary" and fix what it lists, then tap "Download PDF" or "Print".

Tips

  • Zero navigational assessments is an honest answer that invites a conversation; an invented number invites a finding.
  • If you have older free-text incident notes, the page keeps them in an amber box — copy the detail into the per-incident cards so nothing is lost.
  • The PSC history you enter here also appears in the defence pack.

What the inspector looks for

  • The officer matrix is compared line by line against the officers’ real certificates and sea time; PSC history is checked against the MoU databases, so your declaration must match their records exactly.
  • Every "yes" generates conditional follow-up questions. If you declare an incident, you will be walked through its root cause and the evidence that it is closed.
  • The working language is tested live: expect the inspector to hold a safety conversation with the most junior rating in that language.

Limits and good to know

  • The PDF ("Pre-inspection questionnaire (PIQ)") is a paid-only document: on the Free plan both buttons are locked and open the plans pop-up, and the browser’s own print shows a notice.
  • The wizard is a preparation aid. It does not fill in or send the real PIQ or HVPQ in the vetting portal.
  • On a ship licence the PIQ answers are part of the ship file and sync through the SeaReady server when the ship has internet; the incident photos stay on the phone that took them unless the plan uploads media.
