What it is for

The "Submission Pack" is the list of what the vetting scheme expects before the inspector boards, with real deadlines counted back from your inspection date. SIRE 2.0 ships get five groups: HVPQ, PIQ, the Certificate Repository, the Photograph Repository and the Master’s Inspection Declaration; chemical tankers get the CDI items on top (VPQ, Ship Information Document, crew matrix, e-certificates). RightShip ships get the document set, the officers’ matrix, e-certificates and the Class Survey Status Report; OVID ships the OVPQ and the crew matrix.

Below the list the SIRE pack also explains what happens on the day ("Onboard day — what the inspector will do") and the clocks that start afterwards ("Post-inspection clocks").

Who can use it

Everyone on every plan. On a ship licence the ticks are part of the ship file, so the Master and the officers see the same pack.

Step by step

  1. If the amber banner says so, tap "Set the date" and enter the inspection date in Settings — without it the pack is a checklist, not a countdown.
  2. Read each item and its deadline pill ("by Thu 12 Mar · 96 h before"). The line at the top names the next deadline among the items still pending.
  3. Use the buttons inside an item to jump to the work: "Open PIQ wizard", "Open certificate vault", "Open photo repository".
  4. When an item has gone in, tap its switch so it reads "submitted". The header pill counts "x of y submitted".
  5. Watch the declaration item marked "hard gate": the portal declaration locks 48 hours before boarding, and a red banner appears when that gate is near or has passed.

Tips

  • Work to 96 hours even where 48 is the minimum, so there is time to fix what the self-check turns up.
  • RightShip ships: the Class Survey Status Report must be no more than 7 days old on the inspection date, so the pack puts its deadline a week out — time the request into the final week.
  • After a SIRE inspection the operator has 14 days to comment on the draft report; after a RightShip inspection the Root Cause Analysis is due in 15 days — the RISQ module has a tracker for it.

What the inspector looks for

  • The declaration locks the file. Anything stale or missing in it is itself an observation, so everything on the list must be true before the Master signs.
  • On the day the inspector works from a tablet and the questions adapt to what is seen; crew are interviewed one by one, ratings included. Have Wi-Fi and a working printer ready for the observation declaration that both the Master and the inspector sign before departure.

Limits and good to know

  • Barges (BIQ5) and ships on the Port State Control track have no industry pre-submission pack; the page says so and points to their own module.
  • Deadlines are worked out from the inspection date you set in Settings, counting back from the start of that day.
  • The pack is a reminder list. It does not connect to any vetting portal or send anything for you.
  • Works offline; ticks sync through the SeaReady server when the ship has internet.
