Port State Control before arrival: the running campaign questionnaire, five pre-arrival checklists and the detention numbers that matter.

What it is for

The "PSC Pre-Arrival Toolkit" is the Port State Control page for every ship type: the campaign running now, its questionnaire with the detainable items marked, the campaigns announced for coming years, the latest detention numbers from the big regimes, and five pre-arrival checklists to tick off before the port.

At the time of writing the running campaign is "CIC 2026 — Cargo Securing", run jointly by the Paris MoU and Tokyo MoU from 1 September to 30 November 2026. The questionnaire follows the Paris form in SeaReady’s own wording; the Tokyo form differs slightly.

Who can use it

Everyone, on every plan. Free: read everything, tick the first 2 items in each list. On a ship licence each list belongs to a rank — certificates and crew to the Master, drills and MLC to the Master and Chief Officer, LSA/FFA to the Chief Officer and Third Officer, the CIC list to the Chief Officer; everyone else reads, and the Master can give someone extra lists.

Step by step

  1. Read the banner at the top: the campaign name and either "LIVE — ends in N days" or its start date.
  2. Work through the "CIC questionnaire" — 10 questions, each with a line on what to have ready. The "detainable" pill marks the 7 that can lead to detention.
  3. Look at "Coming campaigns" and "Context — 2025 MoU stats" for the inspection and detention figures.
  4. Open each "Pre-arrival checklist" — "Certificates & documents", "Crew documentation", "Drills & training", "LSA / FFA readiness" and "MLC & welfare" — and tick the items as you confirm them. "common detainable" marks the items PSC detains ships for most.
  5. Tap "Next-port targeting" to re-order the same items for a specific port, or "Campaign mode" for the campaign on one printable page.

Tips

  • The ticks are shared: the same tick shows on the PSC page, Next-port PSC and Campaign mode.
  • A locked item shows a small "Paid plans" or "Owned by …" badge; tap it and the app explains why.
  • The footer shows when the content was last verified, the next review date and any upcoming PSC rule change.

What the inspector looks for

  • A PSC officer starts at the gangway table with certificates and crew documents. One expired endorsement or one medical out of date sets the tone before anyone walks the deck.
  • PSC increasingly runs operational checks rather than paper checks: starting the emergency fire pump, lowering a boat, an enclosed-space rescue drill, the emergency steering changeover. Be able to do it, not just show the record.
  • During a campaign every inspection includes the questionnaire. A failed answer on a detainable item is a detention risk, not a remark.

Limits and good to know

  • Free plan: the first 2 items in each checklist and the first 2 campaign questions can be ticked; the rest are read-only. Any paid plan, a ship licence or the trial opens them all.
  • Ticks are ship data and sync through the SeaReady server with the ship’s file when the phone has internet; offline, changes are held on the phone until the connection returns.
  • The campaign and the figures are checked against each regime’s published material and dated in the footer — confirm with your agent and company before arrival.
